Yes, mainly due to a maths teacher who would give a lecture on the subject whenever people asked him if they could go to the toilet.

(I think it's more of a recurring joke amongst english teachers and their students than anything, rather than an actual concern)

Can means to have the ability to do something.
"May I" is asking permision to do something.
